His consulting experience includes several years as a Principal and Asset Consulting Practice Leader at William M. Mercer. He has also served as Vice President of the Vanguard Group and Senior Vice President of ICMA Retirement Corporation.
Joe has considerable experience with insurance company and health cost issues. While with Mercer Consulting, he was the principal consultant to the American Association of Retired Persons (AARP) on investment policy for the reserves for the member’s health program and worked with AARP to establish an annuity program for members. Other insurance clients included Banner Life and William Penn Life Insurance (subsidiaries of Legal and General Insurance) and Medical Mutual Liability Insurance Company of Maryland. He currently teaches Strategic Planning in Health Care Organizations at Johns Hopkins University in MBA Programs which are jointly accredited by the School of Business, the Medical School and the School of Public Health.
He also has extensive experience with the public sector retirement programs and has been a speaker at national conferences of the Government Finance Officers Association, National Council of Public Employee Retirement Systems, International City Managers Association, Airport Executives Association, and the National Association of Government Deferred Compensation Administrators.
Joe has a B.A. from Washington & Lee University, a J.D. from the University of Maryland School of Law, and completed the Executive Program at the University of Virginia Colgate Darden School of Business. Joe is a member of the Maryland Bar. He is past Chairman of the Governor’s Emergency Management Advisory Council and President of Angels of the OR Foundation.
